Kelly is a powerhouse in healthcare law, interoperability, and transformation. Her stellar career has spanned executive leadership, public health strategy, and nonprofit innovation. She’s been at the forefront of shaping health information exchange (HIE), health information technology, regulatory policy, and organizational development.
Kelly previously served as CEO of SHIEC (Strategic Health Information Exchange Collaborative) where she developed and actively advanced strategy of the start-up organization. Within months as the CEO of SHIEC, Thompson more than quadrupled the membership size and revenue of the organization, advanced successful legislation and regulation supporting the industry, and established SHIEC as the international, trusted voice of health information exchange. Before joining SHIEC, Thompson was Deputy Secretary at the Pennsylvania Department of Health. Under her leadership, the eHealth Partnership achieved statewide connectivity, offering electronic health information exchange in every county of the Commonwealth. She also co-founded and led the Commonwealth’s Privacy and Security Practice Group. Kelly also has served as a senior advocate of policy and regulatory matters for the Hospital & Health system Association of Pennsylvania. In that role, she advised providers on health policy, regulatory and legislative matters. She established the Annual Organ & Tissue Donation Hospital Campaign and was a primary drafter of the Commonwealth’s deemed status legislation, aimed at ensuring timely standards for health care facility oversight.
As Legal HIE Strategic & Interoperability Lead, Kelly focuses on raising awareness about our turn-key compliance solutions, designed specifically for healthcare organizations and HIE participants. Kelly also will work to identify new ways to help our members tap into her deep interoperability and strategic transformation expertise.

Helen Oscislawski is a nationally recognized healthcare and data privacy attorney works with health information exchanges (HIEs), health information networks (HINs), hospitals, health systems, data aggregators, health IT companies, and a diverse range of healthcare industry stakeholders across the country. As a co-founder of Legal HIE, she has dedicated her career to navigating the complexities of healthcare regulations, ensuring compliance with evolving privacy laws, and structuring innovative data-sharing frameworks that balance legal requirements with real-world interoperability needs.
Widely regarded as a go-to attorney in her field, Helen has deep expertise in HIPAA, 42 C.F.R. Part 2, Information Blocking, agency enforcement, data breach management, TEFCA, Interoperability rules, AI in healthcare, and state-specific privacy and consent laws governing sensitive health data. Her reputation as a leading privacy and health IT attorney has been solidified through decades of experience working alongside C-suite executives and in-house general counsels, advising them on how to structure complex data-sharing arrangements, implement consent models, and navigate regulatory hurdles in an increasingly digital healthcare landscape.
From 2008 to 2012, Helen served as a Governor-appointed member of the New Jersey Health Information Technology Commission, filling a seat designated for an attorney with demonstrated expertise in health privacy. In 2010, she was selected to chair the Privacy and Security Committee for New Jersey’s HIT Coordinator, Ms. Colleen Woods. Helen has played a pivotal role in advancing HIE policy and legal frameworks, completing in-depth analyses on patient consent, privacy standards, fraud and abuse, and regulatory compliance. Among her notable contributions are the “Report to the HIT Coordinator Regarding Developing and Implementing a Legal Framework for Private and Secure Health Information Exchange in New Jersey” and the “Analysis of Selected New Jersey Confidentiality and Patient Approval Regulations,” which was submitted to the New Jersey legislature with recommendations for modernizing state laws to better support secure electronic data exchange. Her work has been recognized at the federal level, contributing to the NJ-HISPC Final Implementation Report, which received high praise from the federal HISPC workgroup and the Office of the National Coordinator (ONC) in Washington, D.C. More recently, Helen was appointed as a select member of the New Jersey Bar Association’s Privacy Law Committee and currently serves on the Privacy & Consent Workgroup for the federal ONC’s Recognized Coordinating Entity (RCE), The Sequoia Project.
She is a key content creator for the Legal HIE Compliance Library, developing critical compliance tools and resources to help organizations stay ahead in an evolving regulatory environment.

She regularly guides leading health information exchanges (HIEs), hospitals and health care systems, and works extensively with health care clients in the areas of HIPAA and other privacy and security laws, health information technology and electronic health information exchange, fraud and abuse, state licensing requirements and other federal and state standards governing health care entities and the exchange of health information.
